Bill Shoepack is an Alligator Tug and Billy Shoepacks older brother.He used to work Up River with the Salvage Company before He was bought by the Munitions Company.He didn't like that job,and was transferred to the Gold Band Fleet upon request,and has stayed there ever since.He doesn't like munitions or explosives,and doesn't approve of his brothers "Explosive ways",and as he puts it,"He needs a little more carefulness and a lot less BOOM.".He is good friends with Ricky and likes docking ships,preferrably Freight Trampers and Ferry`s.
